Prex, OCA and Bank Cards: Getting Them, Fees and Discounts

After arriving in Uruguay, you need a card for everyday purchases, online services, bill payments and discounts. But products differ: a bank debit card is linked to an account, a prepaid card uses a preloaded balance, and a credit card uses an established limit. The choice depends on documents, income and needs, not on a single familiar brand.
Three main types of cards
A debit card takes money from an account. It is convenient for receiving a salary and paying regular bills, but availability depends on opening a bank account. A prepaid card lets you top up a balance without a traditional credit limit. A credit card provides a deferred payment period and instalments, but requires a creditworthiness assessment and discipline.
Before applying, decide what matters more: a quick start, international purchases, cash withdrawals, discount programmes or credit history. One product is rarely optimal for everything.
Prex
Prex is known as a prepaid financial product with an app and card. Check current requirements for documents, top-ups, currencies and international transactions in the official terms. Whether a foreigner can obtain the product depends on identification and current rules.
Check the costs of issuance and service, withdrawal fees, exchange rates, limits and ways to deposit money. Pay particular attention to the name under which an international top-up is received and what documents may be requested.
OCA and OCA Blue
OCA has different payment and credit products. Do not regard them as interchangeable. Clarify whether the chosen card is a credit, debit or prepaid card, which account is used and how debt is repaid.
A credit product may require proof of income and a history in the country. Approval terms are individual. For an everyday card, study the top-up network, app, fees and support for foreign transactions.
Bank debit card
After opening an account, a bank usually offers a debit card. It is convenient for local transfers, automatic payments and receiving income. Ask whether issuance is included in the package, how much maintenance costs, whether there is a separate account fee, and what the daily limits are.
Check whether online and foreign purchases are available. Sometimes international transactions must be activated in the app, and the limit must be changed in advance.
Credit card
A credit card is useful for instalments, reservations and building financial history. But a limit is not additional income. Study the statement closing date, payment due date, minimum payment, interest, annual cost and insurance.
If income is in one currency and purchases are in another, there is currency risk. Paying the statement in full is usually safer than constantly using the minimum payment.
Documents and identification
You will usually need identity documents, an address, contact details and sometimes proof of income. A non-resident or new resident may be offered a limited product or asked for additional documents.
Apply only through the official website, app or branch. Do not send photos of your documents to an intermediary in a chat or pass on one-time codes.
Fees
Make a table: issuance, monthly or annual service, top-up, transfer, withdrawal, international purchase, conversion and card replacement. Free issuance does not mean free use.
Check inactivity and closure terms. If a card is needed as a backup, its regular fee may be greater than the benefit received.
Limits
A card may have separate limits for balance, top-up, purchases, withdrawals and transfers. They depend on identification level and client profile. Before paying a housing deposit or making a large purchase, make sure the transaction will go through.
Do not try to circumvent a limit by splitting transactions without prior agreement. With unusual activity, the issuer may ask about the source of funds or temporarily restrict transactions.
Cash withdrawals
The cost consists of the card fee and a possible ATM fee. Abroad, conversion and a DCC offer are added — charging in the card currency at the ATM operator's rate. Read the screen carefully before confirming.
For regular cash withdrawals, it is better to identify ATMs and determine the limit for a single withdrawal in advance. Do not keep the PIN with the card and cover the keypad with your hand.
Foreign and online purchases
Clarify whether the card supports international transactions, subscriptions and 3-D Secure. For travel, notify the issuer if applicable and check the phone number used for confirmations.
For questionable sites, a separate card with a limited balance is useful. Monitor subscriptions: replacing a card does not always stop charges by a merchant.
Apple Pay and mobile wallets
Support depends on the particular issuer and card, not just on the payment system. Check the official list of compatible products. Adding a card to a wallet does not remove the card's own limits and fees.
Set up a phone lock and remote wipe capability. Notifications for every transaction help you notice fraud quickly.
Discounts and promotions
In Uruguay, card discounts may apply on certain days, to certain categories and at certain chains. Read the terms: maximum cashback, minimum purchase, payment method and crediting period. A discount is not advantageous if it leads you to choose an expensive plan or buy an unnecessary item.
It is better to assess savings over three months. If a card really reduces regular supermarket or pharmacy expenditure by more than its service fee, the programme makes sense.
How to choose a set of cards
To start, a main card for local expenses and a backup card from another issuer are often enough. You can then add a credit product when you have stable income and clear terms. Store the backup separately and do not keep all your capital on a prepaid card.
Before applying, consult the official fee schedules of Prex, OCA and your chosen banks, record their date and compare the same transactions. That makes a card a tool rather than a source of unexpected fees.
