The scale shows the relative position of the district among the 62 districts of Montevideo. The higher the score, the lower the average annual rates of reported robberies, thefts and injuries per 10,000 residents in 2023–2025.

How the index is calculated

The index compares the average annual rates of robberies, thefts and injuries per 10,000 residents across all city districts and combines them using the stated weights. It helps compare districts with one another. This is an analysis by «Uruguay Smart Estate» , not a rating by the Ministry of the Interior or INE.

The index uses information from the Ministry of the Interior for 2023–2025 and data from the 2023 INE census.

Important limitations

  • Microdata reflect only recorded events and do not describe all actual crimes. A score is not a substitute for an assessment of a particular street and home.
  • Centro and Ciudad Vieja receive a large flow of workers, buyers and tourists. The census takes into account permanent residents, so figures per 10,000 residents can overstate the daily risk for visitors.
  • Homicides are not included in the overall score: for small territories, isolated cases create sharp fluctuations, as the Ministry of the Interior specifically warns.

A city to live in

Choose not the best area, but the right daily route.

The coast, the center, and the eastern districts offer different scenarios—there is no universal ranking for families, remote work, investment, and short-term rentals.

  • Check the route to work, school, the doctor, and regular everyday destinations on a weekday, not just the distance on the map.

  • Compare daytime and evening noise, wind and humidity by the coast, sunlight exposure, heating, and the gastos comunes for a specific building.

  • Assess public transport frequency and transfers; official STM data describe the city network, but check the actual route at the time you need it.

  • Walk a few blocks around the property during the day and in the evening: district statistics do not replace an assessment of a particular street, building entrance, and stop.

  • For a family, compare the school, healthcare network, green spaces, and parents' travel logistics in advance—one address is rarely optimal for all criteria.

What data helps assess a project

INE shows the rental market and transactions, ANV shows projects in the vivienda promovida program, and the municipality shows building permits.

INE

INE publishes statistics on rentals and sales transactions. It shows general trends but does not determine the price of a particular apartment: the average or median price is not the price per square meter, and districts and property types must be compared separately.

ANV and viviendas promovidas

The program of Law No. 18.795 covers the construction, repair, expansion and reconstruction of housing. The status of vivienda promovida does not mean that the apartment is for sale, the building is completed or the benefit is suitable for a specific buyer.

Intendencia de Montevideo

Municipal approval and project registration are important checks, but they do not guarantee quality or a completion date. Before buying, check the documents, construction progress, and contract terms.

What to compare before reserving an apartment

  1. Property and seller

    Confirm the property identification number (padrón), address, developer, and seller's legal entity.

  2. Permits and stage

    Check the municipal permit, the project's status with ANV, actual construction progress, and the confirmed completion date.

  3. Available apartments

    Obtain an up-to-date list of apartments, including their floor areas, floor, orientation, terraces, parking, and finishing specifications.

  4. Full cost

    Combine the property price, closing costs, commission, taxes, utility connections, parking, and monthly building charges (gastos comunes) into one total.

  5. Reservation terms

    Read the payment schedule, refund grounds, indexation, and consequences of delays.

  6. Current offers

    Request prices and availability for 3–5 projects on the same day. An old price list and an advertised completion date do not confirm the current terms.

Can an apartment be valued using the average price per square meter?

Average data from INE and ANV do not determine the value of a particular apartment. Compare properties in the same district and at the same stage using the same definition of floor area, taking into account the floor, condition, parking, and expenses.

What does the status of vivienda promovida mean?

This is a status under the Law No. 18.795 program, which covers more than just new construction. It does not automatically confirm apartment availability, completion of the building, or whether a benefit applies to a particular buyer—eligibility must be checked for the project and transaction.
