Category selection
Legal residency confirms immigration status; a cédula, tax residency, ciudadanía legal, and passport are separate matters.
Foreign nationals may apply for temporary residency for work, study, and other prescribed grounds. It is usually issued for a period of six months to two years with the possibility of extension. Mercosur has a separate category with its own terms and conditions.
Permanent residency is suitable for those who plan to live in Uruguay permanently. If you meet the requirements, you can apply for it directly, without prior temporary residencia. There are separate rules for Mercosur and applicants with family ties.

Create an application through your gub.uy account and upload the required documents.
Wait for the initial review, provide additional documents if necessary, and choose the date for your in-person appointment.
Visit DNM in person; an applicant who cannot communicate in Spanish needs an interpreter.
Follow DNM notifications, fulfill the requirements for a cédula, and receive a decision on the case.
