It is available to those who move to Uruguay permanently.

It is available to relatives of a Uruguayan (parents, brothers, and sisters).

Now, a little about the specifics.

If you come to Uruguay intending to live, study, or work here long term, you do not need to apply for a temporary residence permit. This legal category is intended for those who come temporarily, generally under an employment contract or to study.

For those who plan to settle here, and possibly in the future to obtain citizenship, there is a procedure for issuing a permanent residence permit - residencia legal permanente.

As of the end of 2025, this process takes 3 months after all documents have been submitted, but from the moment the process is initiated or an application for a permanent residence permit is submitted, you have the right to stay in the country legally, work, study, etc.

There are restrictions on travelling abroad: before departure, you must obtain a re-entry permit - a document that confirms your residence status in Uruguay to immigration authorities in other countries, so that you are not subject to tourist requirements (a visa, health insurance, return tickets, and accommodation reservations).
