How to Get Russian Civil Registry Documents for Moving to Uruguay

For residency, marriage, the birth of a child and citizenship in Uruguay, you may need Russian civil registry records: birth, marriage, divorce, name change and the death of a relative. An old original kept at home is not always suitable for an apostille, so it is best to check the set before departure.

If the document is already needed from Uruguay, there are several routes: a request through a Russian authority, a consular request, or a representative acting under a power of attorney. They differ in timing, the possibility of obtaining an apostille and the delivery method.

Map out the chain of records

Start with your current passport and trace your name back to birth. If your surname changed, you will need documents explaining every change. For several marriages and divorces, the chain must be continuous.

Create a table: type of record, date, authority, place of registration, original held, apostille and translation. Note which Uruguayan procedure requires it.

Do not order every certificate that might possibly exist. Obtain the receiving authority's checklist and include only what is relevant.

Replacement certificate and certificate of record

A replacement certificate confirms the record and replaces a damaged or lost copy. A certificate of record may contain additional information, such as a former surname or the fact that changes were made. Clarify which format Uruguay needs.

An old laminated document is inconvenient for an apostille. A replacement copy is usually safer. Check the details as soon as you receive it.

Birth in another former Soviet republic

The document is issued by the country on whose territory the record is located, not by a Russian civil registry office merely because the applicant is a Russian citizen. A request to that country's competent authority or an interstate mechanism will be needed.

Check diplomatic relations, availability of electronic ordering, the power of attorney and the legalization method. An apostille is issued in the country of origin of the document.

Do not try to replace a foreign certificate with a Russian notarized copy: it does not change the origin of the record.

Request from Uruguay through the consulate

A consular office may accept applications to obtain certain documents within its powers. Check whether the service is available, whether a personal visit is required, and what details and fees are needed.

A consular request can take a long time. It is convenient when there is no representative in Russia, but is not always suitable for an urgent appointment.

Important: the consulate will normally not place a Russian apostille on the obtained record. Ask in advance in which form the document will arrive and how to prepare it for Uruguay.

Representative under a power of attorney

A person in Russia can order and collect a document, obtain an apostille and send the original. This requires a power of attorney with an exact list of powers.

Clarify the wording and form with the Russian authority. A power of attorney made in Uruguay may require an apostille and translation; a consular power of attorney operates under its own procedure.

Do not grant broader powers than necessary. Choose trackable delivery and retain scans before sending.

Electronic services

An online application speeds up an appointment or order, but the method of issue depends on the service. An electronic readiness notification is not the certificate itself.

Check who may collect the original, whether a power of attorney is needed and where to obtain the apostille. If the service issues a signed electronic document, clarify whether it will be accepted in Uruguay.

If the document has limited validity, coordinate the sequence so it does not expire while the remaining papers are being prepared.

Checking the record received

Check the surname, given name, patronymic, dates, place and parents. Check amendments, the record number, stamp and signature. An error is corrected before the apostille.

Make sure that you received the certificate or certificate of record of the required type. A similar title may contain a different scope of information.

After the apostille, check that it is properly attached to the document and can be verified if the format is electronic.

Secure delivery

Use tracking, protective packaging and a reliable address. Do not send the only original by ordinary mail. Keep a high-quality scan of every page.

Do not put unnecessary personal information on the outside of the package. If it is delayed, contact the carrier using the tracking number.
