Rent is only one part of the cost of living in Uruguay. Once the agreement is signed, electricity, water, gas, internet, mobile service, gastos comunes and transport enter the picture. Some payments are stable; others depend on the season and the characteristics of the home. They need to be calculated together before choosing an apartment, otherwise affordable rent may prove expensive to run.
What makes up the monthly bill
For an apartment in Montevideo, you will usually need to check electricity, water, cooking and heating arrangements, home internet, mobile plans, building charges and transport. A detached house also brings grounds maintenance, security and possible local charges.
Ask the owner or agent to show the latest bills, ideally for both summer and winter. A verbal assurance that utilities are low says nothing about real consumption or seasonal peaks.
Electricity is the main source of variation
The bill depends on the size of the property, tariff, insulation, water heater, air conditioners, heaters and number of occupants. In a poorly insulated home, electric heating can sharply increase costs in winter. Air conditioners have a similar effect in summer.
Before renting, find out how water is heated, whether the water heater has a timer, what type of cooker is installed and how the rooms are heated. Check the condition of the windows and the apartment's orientation. Low rent does not compensate for a home that must be constantly heated or cooled.
How to control electricity use
After moving in, record the meter reading once a week. This will reveal a faulty water heater or an overly energy-intensive setup more quickly. Study the UTE tariff plan: a suitable plan and shifting part of consumption to particular hours can reduce the bill, but the terms must be checked directly with the provider.
Do not rely on a single figure from someone else's experience. The bill for a small apartment and a large house with electric heating can differ severalfold. Use the winter maximum for your budget, not the most favourable month.
Water and gas
Water supply is usually less volatile than electricity, but consumption depends on the number of residents, leaks and whether there is a garden. When moving in, check taps, toilet cisterns and visible signs of damp. A constant small leak can increase the charge and damage the property.
Gas may be supplied through the network or in cylinders. Clarify what is used for cooking and water heating, who orders the cylinder, where it is stored and when the equipment was serviced. Safety matters more than the price difference: the connection and ventilation must meet requirements.
Gastos comunes
Building charges pay for the building's upkeep: cleaning, lighting, lifts, concierge staff, security, equipment maintenance and sometimes individual utility items. In a building with round-the-clock staff, a pool or several lifts, the amount can be substantial.
Clarify not only the current amount of gastos comunes, but also what exactly is included, whether there are seasonal fluctuations and extraordinary assessments. Ask for several recent receipts. Also check who pays for major work and the previous resident's debt under the agreement.
Home internet
Antel infrastructure is widely used in Uruguay, but actual technology availability and speeds depend on the address. Before signing the lease, check coverage for the specific building, not just the neighbourhood. Ask whether a line and equipment are already in place, how long installation takes and whether a minimum contract term applies.
For remote work, advertised megabits are less important than stability, upload speed and a backup. Check mobile internet with the chosen operator and plan for phone tethering. If video calls are critical, test the connection at peak times immediately after it is installed.
Mobile service
Operators offer prepaid and contract plans. Compare the data allowance, package validity, calls, roaming and conditions for early contract termination. A cheap starter package can become inconvenient if data expires or top-ups are needed too often.
Before committing to a long contract, buy a prepaid SIM and test service at home, at work and on your usual route. For a family, calculate the cost of all lines together. Promotions change, so check plans on the official Antel, Movistar and Claro websites immediately before connecting.
Public transport
In Montevideo, regular bus travel is best calculated from the number of work and school days for each family member. Payment and fares may depend on use of STM, the type of journey and transfers. Check current rules and prices with the city's transport system.
When choosing a neighbourhood, assess not the distance on a map but the real route in the morning and evening. A direct bus line can be more valuable than a cheap apartment with two transfers. For children, also check the school route and eligibility for discounted travel.
Car, taxi and apps
A personal car adds fuel, insurance, patente, maintenance, parking and depreciation. Compare the full monthly cost, not just the price of fuel. In central neighbourhoods, a mix of bus travel, taxis and a rental car for occasional trips can cost less than ownership.
If you often use Uber or taxis, export a month's ride history. Several short rides a day add up to a noticeable amount. Apps are still useful as a backup late at night or when travelling with children or luggage; you do not have to give them up entirely.
How to make an accurate apartment budget
Create a spreadsheet with three columns: fixed payments, seasonal costs and consumption. Put internet and mobile service in fixed payments, peak electricity in seasonal costs, and water, gas and transport in consumption. List gastos comunes separately because they are tied to a particular building.
Use three scenarios. The minimum shows a quiet month, the normal scenario shows customary use, and the stress scenario covers winter heating, tariff rises and additional journeys. Make the rental decision based on the normal and stress scenarios.
Checklist before signing a lease
Request bills for 6–12 months; clarify the type of heating and water heating; check the amount of gastos comunes and what they cover; verify internet at the address; assess the route to work and school; and find out the parking terms. Record in the agreement which payments the tenant bears.
After moving in, photograph the meter readings and send them to the owner or agent. This protects you from disputes over consumption before the tenancy began.
Where to check current tariffs
Check electricity and tariff plans with UTE, water with OSE, communications on the operators' official websites, and transport with the Intendencia de Montevideo and STM. Fuel prices are published by official Uruguayan sources and sellers. Record the calculation date: tariffs and promotions change.
A good budget is not one average utilities figure, but a model for a particular home and lifestyle. If you collect the bills before signing the agreement, seasonal costs stop being an unpleasant surprise.
