How urban transport works without a metro or trams

There are no subways or trams in Montevideo. The main form of public transport in the capital is the bus network, so familiarity with the routes and payment system significantly simplifies everyday travel.

For a tourist or new resident, it is useful to save the main routes between their accommodation, the city center, and their workplace or place of study in advance. Taxis and ride-hailing services remain available for individual trips.

Cash and STM: hourly and two-hour tickets, transfers

You can pay the fare in two ways: with cash paid to the driver or with an STM transport card. In most cases, the card is more cost-effective than cash—the price difference is noticeable, especially if you travel regularly.

The fare system is based on the ticket’s period of validity rather than on a single ride. A purchased ticket allows transfers to other buses within a specified period—that is, if you need to make a journey with one transfer, you will not have to pay again while the first ticket’s time window remains valid. This is convenient for routes not served by a single line.

When paying in cash, a single fare applies without a discount—the money is handed directly to the driver or conductor when boarding. The STM card offers a more flexible fare structure with different validity periods, including extended windows for trips with multiple transfers.

Obtaining, replacing, and concessionary STM cards

The STM card itself is issued free of charge—you only need to pay when topping up the balance. A foreigner can also obtain a regular card: to apply, it is enough to present a passport or foreign identity document; Uruguayan citizenship is not required.

If the card is lost, replacement is not free—you will have to pay for a new card. This applies to a regular STM passenger card. For concessionary versions—student, senior, and teacher cards—the rules for issuing the first card differ and are regulated separately. Therefore, when applying for such a card, check the terms for your own category locally rather than relying on the rules for a regular card.

Certain categories of students and pensioners can receive travel discounts if they meet the established conditions—this is not a universal benefit “for all residents,” but targeted programs with specific criteria. Before applying for a concessionary card, check at an STM service point whether your situation qualifies under a current category.

Finding routes and estimating waiting times

Google Maps can help you navigate Montevideo’s bus system: the app shows line numbers, nearby stops, and estimated travel times. Before your first trip, check not only the bus number but also the direction of travel, the transfer point, and which side of the street you need.

Waiting time depends on the line, stop, time of day, and traffic conditions. Before heading to the stop, check the arrival estimate in the app and allow extra time if your journey is tied to a meeting or a scheduled departure.

Taxi fares and the impact of traffic on cost

Taxis in Uruguay are metered: there is a fixed boarding fee plus charges for distance travelled and journey time. The total cost of a trip depends significantly on traffic conditions—in a traffic jam, the meter continues to run based on time as well as distance, so the same journey during rush hour costs more than at quieter times.

When ordering a taxi, allow for the difference between the theoretical price of a trip “as the crow flies” and the actual amount on the receipt—especially in the central part of the city and at times when traffic is congested.

Uber: vehicle arrival, cancellations, and disputed situations

Uber in Montevideo works in the same way as in other cities: you book through the app, the car is displayed on the map, and it arrives at the pickup point. Its interface and operation are those of a typical ride-hailing service: booking, tracking the car on a map, and payment through the app.

A booking may be cancelled after confirmation. For a trip to a flight, an intercity bus, or a scheduled meeting, allow time to request another ride and do not plan your route without a buffer.

Rules for riding the bus and what to do if there is a payment problem

Drinking mate is prohibited on buses—you may not drink mate inside the vehicle, although you can carry a thermos and mate with you if they are stored securely in a closed bag or backpack. So it is entirely possible to take mate with you for the whole day, including while riding the bus—just do not open the thermos on the way.

Before travelling, check your STM balance or keep a suitable payment method with you. A driver’s reaction to the lack of a ticket does not override the established fare-payment procedure, so you should not count on an exception.

A short plan for your first independent trip

First, plan your route in Google Maps and write down the line number, the name of the boarding stop, and a landmark near the stop where you will get off. Check the direction of travel: the same bus number on the opposite side of the street may go in the opposite direction. When you reach the stop, compare the number on the sign with the one in the app.

Prepare your payment method before boarding. After getting on, track your progress on the map and move towards the exit in advance when one stop remains. For a route with a transfer, save both parts of the journey as separate screenshots—this will help if mobile internet is unstable.

For an important meeting, allow extra time for waiting and transferring. If you are choosing between a bus, taxi, and Uber, compare not only the price but also the pickup time, traffic conditions, and reliability of arriving by the scheduled time.
