The current practical guideline for permanent residence in Uruguay is about three months after a complete document set is filed. This applies to the review stage, once the application has been accepted and all required papers have been submitted.
Do not confuse this period with preparation: collecting documents, apostilles, translations, booking and waiting for an appointment, and submitting further papers may take additional time. The calendar journey from deciding to move to obtaining status is therefore usually longer than the three months themselves.
If someone gives a shorter or longer timeframe, clarify the starting date: booking, the first visit, the complete document set or issuance of the card. For planning, count preparation separately from the roughly three-month wait after a complete submission.
