Cédula in Uruguay: Obtaining, Validity Period, and ID Card Replacement

Cédula de identidad is the main identity card in Uruguay. Its number is used in public and private services, but the card itself is not equivalent to residency: immigration status is determined by the competent authority, and the cédula merely reflects the registered data and its validity period.

Cédula de identidad is Uruguay’s primary identity document. Its number is used in public and private services, but the card itself is not the same as residency: immigration status is determined by the competent authority, and the cédula only reflects the registered details and its validity period.

A foreigner’s first card, subsequent renewal, and replacement after a status change may follow different procedures. Before booking an appointment, obtain an up-to-date certificate or electronic confirmation visible to the identification authority.

Status and card

Residency is legal permission to live in the country. A cédula is a physical identity document whose data are also recorded electronically. Expiry of the physical card does not always mean automatic loss of status, but an expired card causes problems with banks, healthcare, and services.

Nor does a valid card prove that the immigration case requires no action. Track your status separately.

Keep the decision or residency certificate with your cédula details, but do not carry all original documents every day.

When you can obtain your first card

Registration of an immigration procedure or a decision issued under the applicable procedure provides the basis. Not every confirmation of registration allows you to order a cédula immediately.

Find out which document or electronic transmission DNIC requires, how long it remains valid, and whether the status has appeared in the system. Book an appointment only after meeting the requirement.

The required documents differ for a child and an adult. Each family member receives a separate card.

Certificate for DNIC

The immigration authority provides the Dirección Nacional de Identificación Civil with confirmation of the person’s data and status. Depending on the procedure, this may be a paper document or an entry in the system.

Check the name, date of birth, citizenship, family details, and validity period. Any error is best corrected before the physical card is produced.

If DNIC cannot see the entry, do not create a new immigration case. Obtain the transfer number and contact the authorities through official channels.

Appointment and personal visit

Check the office, appointment date, fee, and payment method. Bring your passport, proof of status, and the documents specified in the instructions. For a minor, legal representatives must attend as required.

At the appointment, officials verify the data and collect biometrics. Follow the photo and signature requirements. An interpreter may be needed for understanding, but does not replace personal attendance.

Keep the receipt and the collection date.

Personal number

The cédula number becomes a key identifier in Uruguay. It is used when applying for a job, accessing services, in healthcare, banking, BPS, and tax systems.

Write it down accurately and do not publish it unnecessarily. An error in one digit creates duplicates and inconsistencies.

The number is usually retained when the card is later replaced, while the validity period and card details are updated.

Verification upon receipt

Immediately check the name, surname, date and place of birth, number, validity period, and other fields. Compare them with your passport and immigration data. Do not leave with an obvious error without filing a request.

Check the card’s integrity and photo. Ask about any PIN or electronic features, if available, and the rules for using them safely.

Make a secure copy of both sides. Do not send it to landlords indiscriminately before verifying the purpose.

Validity period

The card’s validity period depends on the basis, stage of the case, age, and current rules. You cannot promise everyone a temporary cédula valid for three years or a permanent one valid for ten. Check the date on your document.

Set a reminder several months in advance. Updating the immigration confirmation may take time.

If your status is under review, find out what actions are needed to renew the card and whether the certificate has expired.

While residency is under review

The first card may have a limited validity period associated with an unfinished procedure. Keep an eye on requests from the immigration authority: extending the cédula does not resolve a missing document in the case.

Before it expires, check the status and obtain new supporting documentation for DNIC. Do not wait until the last day if no appointment is available.

For travel abroad, a cédula does not always replace a passport. Check the required travel documents for your itinerary separately.

After obtaining permanent residency

A change in immigration status should be reflected in the identification system. Find out whether a new card is required immediately or at the next renewal.

Take the decision and book an appointment for a replacement. Check the new validity period and details. Surrender or cancel the old card as instructed.

Update your information with the bank, BPS, tax authority, healthcare provider, and employer.

Obtaining legal citizenship also requires documents to be synchronized. Carta de ciudadanía, electoral registration, cédula, and passport are separate procedures.

Do not assume that the passport authority automatically sees every change on the day of the decision. Find out the required procedure and update the card.

Keep old decisions as proof of the sequence, but do not use an invalid physical card.

Change of name and family details

Marriage, divorce, correction of a record, or another change requires an official basis. First the original record is updated, then the card. You cannot change the spelling merely by asking at the counter.

A foreign civil record may require an apostille, translation, and registration. Prepare documentation showing the sequence of surnames.

After receiving a new cédula, update your contracts and accounts so that the systems do not create a second client record.

Loss or theft

In case of loss, report it as required and order a replacement. If it was stolen, obtain a police report. Watch for suspicious use of your data.

Do not use an old card that is found after cancellation. Securely destroy copies that are no longer needed.

During the waiting period, find out which forms of identity confirmation the relevant services accept.

Damage and unreadable chip

A crack, erased data, or malfunction of electronic functions may require replacement before the expiration date. Do not puncture or laminate the card.

If the problem is detected immediately after issuance, contact the office with the receipt. Do not try to repair the chip.

A physically intact card may fail to be read by a single device because of the system used by the service; check through an official channel.

Use in services

Government portals, healthcare providers, banks, and telecommunications services use the number for identification. However, an organization may request additional documents depending on the transaction.

Do not share photos of both sides through an unsecured chat unless necessary. Redact unnecessary data if the service needs only the number and doing so is permitted.

Make sure the site is official. A cédula is not a password, but its data can help a fraudster.

What to do in case of data mismatch

First, identify the source: an immigration record, civil record, cédula, or a private company’s database. Correct the primary source, then update the dependent systems.

Collect the documents and a written description of the error. Do not obtain a new number to work around it.

After the correction, check the bank, BPS, and healthcare provider. Keep the confirmation in case an old record resurfaces.

Obtain the required supporting documentation from the immigration authority, check the data, book an appointment with DNIC, and bring the original documents. After receiving the card, check every field and set a reminder for its expiry date.

Track your immigration case and card separately, update changes across all services, and protect copies. Then the cédula fulfills its main function: it becomes a stable identifier rather than a source of unexpected problems.
