How to apply for a Russian passport from Uruguay and handle documents from other countries

While in Uruguay, a Russian citizen applies for a Russian passport through a Russian consular post, not through Uruguayan authorities. The same principle applies to citizens of other countries: passport matters are handled by the country of citizenship through its embassy, consulate or authorised mission.
Difficulties arise if the passport has already expired, an internal identity document is unavailable, citizenship must be confirmed, or your country has no full diplomatic representation in Montevideo. Start by checking which consulate is responsible and how to book an appointment, rather than relying on a generic list based on someone else’s experience.
Who is responsible for issuing a passport
A Uruguayan cédula, residency or ciudadanía legal does not renew a foreign passport. They confirm a person’s status in Uruguay, but do not replace a document issued by the country of citizenship. A Russian passport is issued by the Russian consular authority under its own rules.
On the official website, find the passport services section and check the address, consular district, online appointment system and payment methods. Do not send originals to an intermediary who promises to “solve everything without a personal visit”: biometrics and identification usually require the applicant to attend in person.
If a person has several citizenships, each state issues its own document separately. Having a Uruguayan passport does not cancel their obligations to Russia.
Booking an appointment
Consular appointments are often made for a specific service. An appointment for a notarial act is not necessarily suitable for a passport application. Register in the system, enter the correct details and save the confirmation.
Before the visit, double-check the list of documents, photo requirements and questionnaire. If you have to wait, do not postpone the application until the last months of the passport’s validity. The production time abroad can be longer than domestically.
Do not buy a non-refundable ticket for a date by which the new document is only expected to arrive. The consulate does not have to complete the check before your trip.
Do I need an internal Russian passport?
An internal passport can be used to confirm identity and data, but its absence abroad does not always make it impossible to apply. The exact set of required documents depends on the age, type of passport, availability of a valid document and the need to verify citizenship.
Show all available Russian documents: a valid or expired passport, internal passport, birth certificate, and documents confirming a change of surname. The consulate will determine which ones are sufficient.
The statement that “an internal passport is never needed” is as unreliable as the requirement to bring it from Russia. Focus on the current instructions for your service.
If the passport is expired
An expired passport does not automatically mean a loss of citizenship, but the document is no longer suitable for travel. If there is no other valid Russian identity document, the consulate may need a separate citizenship check.
Such a check extends the processing time. Prepare information about previous passports, registration, place of birth, parents and name changes. The more accurate the data, the easier it is to find the record.
Do not expect a Uruguayan cédula to replace the Russian citizenship check. It confirms identity in the local system, but is not authorised to establish Russian citizenship.
Change of name and marital status
If the surname changed after marriage, divorce or another event, collect the full chain of civil-status records. A document issued in Uruguay or another country may require an apostille and translation for the Russian consulate.
First, check whether the change is recognized and whether internal records need to be updated. Filing a questionnaire for a new name without sufficient reason will lead to a delay.
Also check the transliteration in advance. If it is important to keep the spelling used in a previous passport or documents from another country, find out what supporting evidence is accepted.
Is it possible to have two passports?
Russian law allows a second passport to be issued when the current conditions are met. Check the document type, validity period and application procedure with the consulate. A second passport does not automatically extend the first passport and is not issued without a separate application.
Two documents are convenient for simultaneous visa processing or frequent trips. When booking, it is important to use the passport with which a person crosses the border. A visa in one document is not automatically transferred to another.
When replacing, check whether the old passport with valid visas will be retained and how it will be canceled. Do not travel with a document that is already invalid.
A child’s passport
For a minor, a separate application form, parents’ documents and consent rules apply. Whether the child must attend depends on their age and the biometric procedure. Check the child’s passport validity and whether it must be replaced because of age before applying.
Take the birth certificate and proof of the child’s citizenship. If the civil-status record is foreign, check the requirements for an apostille, translation and registration. If the parents have different surnames, the documents must clearly establish the family relationship.
The other parent’s consent may be required for travel regardless of the passport. This is a separate matter to check for the specific itinerary.
Restrictions and national databases
Applying through a consulate does not bypass restrictions imposed by the country of citizenship. If the applicant is on a stop list, is subject to a travel ban, a restriction in criminal proceedings, or has a dispute over documents, passport issuance may be suspended or refused under the applicable procedure.
Do not try to hide a known restriction in the questionnaire. Before traveling to the consulate, request confirmation of your legal status and information on how to appeal. An intermediary cannot legally remove a record merely by promising to “speed up” the passport process.
Distinguish between a refusal to schedule an appointment, a request for an additional document and a formal refusal. Only the last of these can be appealed as a decision on the service.
If your country's embassy is not in Montevideo
Not all countries maintain a full-fledged embassy in Uruguay. Interests may be represented by an embassy in a neighboring country, an honorary consul or a regional consular center. An honorary consul may not always issue passports.
On your country’s foreign ministry website, find the consular district that covers Uruguay. Check whether an outreach session or mailing some documents is possible, or whether travel to Buenos Aires, Brazil or another capital is mandatory.
If an international trip is required, a valid passport is required for the application. If you do not have a valid passport, ask about a temporary travel document and the rules of entry into the country of the consulate.
Loss of passport
In case of loss, first contact the police and receive confirmation that the report was filed. Then contact the consulate. To return to the country of citizenship, a temporary document may be issued, which is not equivalent to a full passport and has a limited purpose.
Inform the consulate about visas and any second citizenship. Do not use a passport found later until the consulate confirms that it is valid: it may have been entered in the lost-passport database.
Keep passport scans and numbers separate. This speeds up identification, but a copy does not allow you to cross the border.
Practical steps
First, determine the competent consulate and the exact name of the service. Check the validity of your passport and book an appointment early. Collect current and previous documents, records of name changes and proof of residence in Uruguay if it is required for contact or passport issuance.
Complete the application exactly as the documents state, and save a copy and the payment confirmation. After applying, obtain the application number and tracking method. Check the new passport on collection: name, date of birth, number, validity period and transliteration.
The main thing is not to confuse Uruguayan migration status with the powers of the country of citizenship. The earlier the procedure is started and the more complete the documentary chain, the less the risk of staying abroad with an expired passport and an urgent trip ahead.
